Sultan's Scouting Operation: How Epstein Mapped a Continent

By mid-2012 the network had a method. Sultan Bin Sulayem would move first, then brief Epstein afterward. Epstein would identify the financial angle.

July 2012: Epstein to Sultan: "I hope your ramadan is easy, I can set up standard and you for ivory coast, whenever you like" (EFTA01876197-0).

October 2012: Sultan reported a busy week in Dubai: "we have president Maldives ,president of Rawanda president of Gabon president of Djibouti all attending a an energy summit in dubai" (EFTA01765205-1). Sultan was building the relationships.

November 2, 2012. Wade to Epstein: "Angola is a big target for our project. Meeting with my friend the daughter of the PR 3rd week of november. If ur arround Paris or London, I can introduce u to her" (EFTA01978629-0). Three days later Epstein asked: "will dos cantos, be in paris on the 29th" (EFTA01765092-0). He also wrote Wade that "eike batista from brazil, richest guy thre , would like also to meet with isabel dos santos in london or paris" (EFTA01976871-0). Nothing in the archive confirms any meeting took place.

In March 2013, Sultan planned a trip: "17 to 20 with Shsikh Abdulla to 1. South Africa 2. Angola 3. Zambia 4. Ethiopia" (EFTA01761448-0). Two months later, Sultan reported back: "Just arrived from Africa, had a great and very successful trip to Congo Kinshasa, Gabon, Rwanda. I met President Kabila and discussed port investment which he welcomes. He wants to give us investment in mining and oil and gas. I mentioned to him that I have an American fund manager who will visit with me next time" (EFTA01759560-0). Sultan also reported meeting "my friend Ali Bongo" in Gabon. He sent that email to Epstein.

May 11, 2013. Sultan emailed Epstein from a helicopter: "I am now in a helicopter flying from aktao Khazakistan to Ashgabat turkomanistan accompanying the president to inaugurate the new rail connection between china and cis countries we have signed a deal to manage the logistics China is investing $400 B to build a new industrial city on the border" (EFTA01975989-0). Epstein had replied earlier that morning: "I will be with bill gates Paris , 9-10 June then free" (EFTA01975812-0).
