Rasseck Bourgi appears in Epstein's archive in August 2013, routing the logistics of Nina Keita's prison visit to Karim Wade in Rebeuss, Dakar. He is the brother of Robert Bourgi — the Franco-Lebanese lawyer who for four decades served as the central intermediary between French governments and Francophone African heads of state, a system known as Françafrique. Robert Bourgi was mentored by Jacques Foccart, de Gaulle's Africa adviser, and received the Legion of Honour from Nicolas Sarkozy in 2007. In his 2024 memoir he revealed carrying cash in suitcases to finance French electoral campaigns on behalf of African regimes. Rasseck's role in the Wade prison access chain places the Bourgi network at the intersection of Epstein's Africa operation and France's informal African political infrastructure.
