Peter Mandelson is a British Labour politician who served as EU Trade Commissioner from 2004 to 2008 and as Secretary of State for Business under Gordon Brown from 2008 to 2010. He was made a life peer as Baron Mandelson of Foy in the County of Herefordshire. In August 2010 he founded Global Counsel LLP, a political intelligence and advisory firm. The founding pitch document he sent to Epstein listed South Africa, Qatar, and China as explicit Category 1 client targets. He appears in Epstein's Africa-related archive from March 2010 to March 2011. His emails document: coordination of a private dinner for South African President Jacob Zuma at the Ritz Hotel (March 2010), a separate private meeting with Zuma the same trip, travel to South Africa and Congo Brazzaville in September and October 2010, and his introduction of Congo Finance Ministry official Rigobert Andely to Epstein for a bank project backed by Qatari sovereign capital. He asked Epstein to review the Congo bank business plan in January 2011. Mandelson was arrested in 2025 in connection with a corruption investigation, resigned from the House of Lords, and Global Counsel was wound down.
