Gregory Brown sent Epstein 42 emails between June 2011 and June 2013 pitching post-Gaddafi Libya as an investment opportunity. He framed TNC humanitarian aid as a gateway to "$100 billion rebuilding" contracts and offered access to frozen sovereign funds, oil concessions, and telecom infrastructure deals. In June 2011, Brown arranged a UN reception where he introduced Epstein to Dr. Muhammad Al Magariaf, who was elected Libya's first post-Gaddafi president in August 2012. Epstein wrote: "lets see him in new york." Brown also tried to bring Fadel Hshad, the TNC official holding the mandate to negotiate Goldman Sachs' $1.3 billion settlement with the Libyan Investment Authority, to meet Epstein in New York.
