Minister in charge of Budget, Côte d'Ivoire (2012-2018); later Secretary General of the Presidency
Abdourahmane Cissé served as Minister in charge of Budget for Côte d'Ivoire under President Alassane Ouattara from 2012 to 2018, then as Minister of Petroleum, Energy and Renewable Energies. He later became Secretary General of the Presidency of the Republic of Côte d'Ivoire, equivalent to chief of staff. A former Goldman Sachs banker before entering Ivorian politics, he was pitched by Epstein to former US Treasury Secretary Larry Summers in October 2014 as 'very close to outarra the president former goldman sachs guy.' Nina Keita brokered the meeting in New York. Cissé wrote back to Epstein on October 15, 2014: 'Thanks very much for arranging, with Nina, the meeting with Larry Summers... I look forward to seeing you in Abidjan so please do not hesitate to stop by.'
