Le milliardaire yéménite qui utilisa Epstein comme canal officieux

Le 20 mai 2012, Jeffrey Epstein écrivit à Sultan Bin Sulayem : "I met with boreh and abdul shaher from yemen. ( little strange)" (EFTA01883174-0). Sultan répondit le lendemain avec un profil : "Shaher is the richest Yemeni he owns oil concessions in Sudan as well as 50% of the mobile co in Sudan he is also the largest wholesaler in Yemen for rice sugar tea veg oil. And yes he is a strange man" (EFTA01881965-0). En deux semaines, Epstein conseillait déjà sur l'affaire criminelle du fils de Shaher, Farouk, à Londres, une affaire couverte par la presse internationale. Farouk Abdulhak avait fui le Royaume-Uni en 2008 après qu'une étudiante norvégienne eut été retrouvée morte dans son appartement. Le Yémen refusait l'extradition.

Epstein agit vite. Dès le 1er juin, lui et Shaher échangeaient sur le droit de l'extradition. "I am also very well experienced in as you know of ,malicious prosecutions, however i am also aware of renditions and extra judicial actions that are rationalized by those who have many means at their disposal," écrivit Epstein. "I have no camel in this battle." Shaher rapporta que son fils et son avocat étaient "adamant" pour que l'affaire soit jugée devant les tribunaux yéménites. Epstein contra : "it is too clever. not appreciated, and will cause more harm than good" (EFTA01880088-0). En cinq jours, Shaher transféra un email de Lord Ken Macdonald QC, ancien Director of Public Prosecutions d'Angleterre et du Pays de Galles, confirmant qu'il acceptait le dossier (EFTA02020265-1). Les clercs de Macdonald cotèrent 20 000 livres sterling pour une réunion à Paris (vol00009-efta00936440-pdf-0). Le même jour, Shaher avait déjà dit à Epstein ce dont il avait vraiment besoin : "Inshallah,waiting for evacuation door through your good selves sir" (EFTA01880558-0).

Epstein relaya l'évaluation juridique de Macdonald à Shaher : "i talked to him, he said rough sex cases, not unusual, autopsy would be a factor but not a big one. drugs are not a defense, he thought he woudl get bail. reduced charge." Macdonald "held the positon of head of prosecutions, the exact same postion that he would be dealing with" (vol00009-efta00936493-pdf-1). Deux mois plus tard, Shaher répondit : "The cause may be was rough sex,too much alcohol,and may be drugs at least one of them" (EFTA02021096-0). Dans le même fil où il avait transféré le devis des honoraires, Epstein ajouta trois mots : "I hate them all" (vol00009-efta00936440-pdf-0). En janvier 2014, Shaher envoya à Epstein un article du Gulf News sur le refus du président yéménite d'extrader un citoyen recherché par les États-Unis. L'objet était vide. L'implication ne l'était pas (vol00009-efta01140105-pdf-0).

Les affaires couraient en parallèle du travail juridique dès le départ. Le 9 juin 2012, trois jours après le devis de Macdonald, Shaher proposa à Epstein du jus de khat. "In Yemen over thirty percent of agricultural land and large part of our water reserves..is planted with the cursed kat plant," écrivit-il. Il l'imaginait embouteillé "like VIMTO, RED BULL" pour les bars, discothèques et chauffeurs de taxi, avec une usine de concentré au Yémen ou en Éthiopie. "You will be part of it investing in this part of the world sir" (EFTA01878795-0). Epstein déclina la participation : "I will make the intro.. I greatly respect friendship. and need no economic incentive or participation. ( maybe im really not Jewish)" (EFTA01879141-0).

En août 2013, Shaher était au Somaliland. Epstein répondit : "end of sept." Shaher voulait plus tôt. Epstein proposa de le retrouver à Saint-Barthélemy. En avril 2015, Shaher se tourna vers l'Éthiopie. "Need 20 $ mill we are short to pay for my ethiopian cigarettes for 360 days" (EFTA01744617-4). L'entreprise était National Tobacco Enterprise Ethiopia, l'unique usine de cigarettes du pays, constituée en 1946 sous le nom d'Imperial Tobacco Factory. Shaher détenait 60 pour cent via une entité caïmanaise appelée Sheba Investment Company, le gouvernement éthiopien le reste. La production atteignait cinq milliards de cigarettes par an avec un objectif de doublement (EFTA01744617-5). Il évaluait sa participation à 270 millions de dollars et proposait un remboursement sous 270 jours (EFTA01744617-6).

Epstein s'intéressa : "i would very much like to be helpful. what is the cash flow, income and balance sheet look like" (EFTA01744617-10). Shaher expliqua la difficulté. Les prêteurs du Golfe considéraient le financement du tabac comme "Makrooh," religieusement découragé, "though they all smoke (hypocrisy)" (EFTA01744617-9). La coentreprise avait dégagé 12 millions de dollars l'année précédente et projetait 500 à 600 millions fin 2017. Les archives ne confirment pas qu'Epstein ait fourni les fonds. En mars 2016, Epstein demanda à Shaher au sujet d'un appartement parisien : "did you do anything with the apt on my floor in paris?" La référence était le 22 avenue Foch, l'adresse parisienne d'Epstein (vol00009-efta00830806-pdf-0). Shaher venait d'atterrir du Soudan.

Trois mois plus tard, la coalition menée par l'Arabie saoudite bombarda l'usine Coca-Cola de Shaher à Sanaa. En mars 2017, Shaher proposa ce qu'il appelait une "Sadat initiative." Le Yémen accueillerait des visiteurs juifs yéménites venant d'Israël. Israël interviendrait pour arrêter les bombardements saoudiens. "This aggression being assisted by the three western nations member of the security council, benefiting from the sale of Arms to the allied nations forces," écrivit-il (EFTA02654167-1). Deux mois plus tard, Epstein répondit avec un cadre de paix en cinq points : "1. both sides need to feel no hope to win, 2. they need to be exhausted 3. graduality, dynamic change over time. 4 declare a cease fire though it will be broken many times. 5. FACE SAVINGS for both sides" (vol00009-efta01045163-pdf-0). Epstein transféra à Shaher un article du New York Times sur un raid de Navy SEALs au Yémen qui avait tué sept militants et prévint : "bringing peace to the region will be difficult if yemen is harboring al queda" (vol00009-efta01045342-pdf-0).

Shaher demanda à Epstein d'aider à remplacer l'envoyé spécial de l'ONU au Yémen. "They will be happy to receive Mr Terre Rod-Larsen instead," écrivit-il, en référence à Terje Rød-Larsen, le diplomate norvégien qui avait contribué aux accords d'Oslo (vol00009-efta01045342-pdf-1). Epstein servit d'intermédiaire. Shaher proposa de déplacer la rencontre à Dubaï "to enable your good selves if required meet also two VIPs from sanaA who are residing in emirates" (EFTA02648425-2). La rencontre eut lieu. "The meeting with our friend was very fruitful," rapporta Shaher. "The man who presented to you with the Holy black Qabaa Dress holds all the strings in his hands certainly with WASHINGTON." Il demanda un suivi : "it will be good if another meeting is arranged if possible with the inner circle in Washing with our friend, myself and one or two others from my side in Paris. shalom" (vol00009-efta00658903-pdf-1). Epstein avait écrit plus tôt : "hopefully my friend can move part of the way" (vol00009-efta01045361-pdf-0).

Le 26 avril 2018, Epstein fit une dernière présentation. Il envoya à Steve Bannon et Shaher un message de deux lignes : "Steve Shaher. Shaher/Steve." Bannon répondit : "Thanks Jeffrey." Shaher, corrigeant un autocorrect, répondit : "Sony. Hello Not hell" (vol00009-efta00826127-pdf-0). Ce fut le dernier email de Shaher dans les archives.
