« Follow the Money Trail » : Peter Mandelson, Epstein et l'offensive sud-africaine

Le soir du 5 mars 2010, Mark Lloyd envoya une invitation à dîner au nom de Jeffrey Epstein à des mannequins russes à Londres. L'occasion : un dîner privé en l'honneur du président sud-africain Jacob Zuma au Ritz. Lloyd expliqua aux invitées que Jeffrey les avait personnellement suggérées : "A friend of Jeffrey's is a friend of mine, so I have no hesitation inviting you to join us" (vol00009-efta00763363-pdf-0). L'une d'elles, une mannequin nommée Vera représentée par Select Model Agency, accepta. Epstein envoya un texto à Peter Mandelson le même après-midi : "mark lloyd is havign dinner for zuma tomorrow night at the ritz, i have invited a beautiful russina named vera to attend" (EFTA02429722-0).

Mandelson n'allait pas au dîner du Ritz. Il assistait à une autre réunion. Le lendemain, il écrivit à Epstein depuis son BlackBerry : "Went well this afternoon. Ben booked for trip. I am also summoned to see Presdt Zuma tomorrow for private meeting. Do we like South Africa ??" (EFTA02528640-0). Epstein répondit : "verymuch." Après le dîner, Lloyd écrivit à Epstein : "[Vera] was a delight last night and enchanted all those she met. Her beauty apart, she displayed an elegance and natural charm that is a rare combination to find anywhere these days. So a very big thank you for the introduction... By the way, Jacob Zuma was much more impressive and engaging than I thought he would be!" (EFTA02427499-0).

Cinq mois après le dîner, Mandelson envoya à Epstein le cadre commercial de sa nouvelle société de conseil, Global Counsel LLP, avec pour objet "My first shot at crystallising business venture" (EFTA02408255-0). Le document proposait un modèle à deux catégories : conseil politique aux gouvernements en Catégorie 1, conseil commercial à dimension politique en Catégorie 2. En Catégorie 1, Mandelson énumérait ses cibles : "South Africa, Qatar, China, in time." Epstein lut le document et répondit : "I have always suggested that the key is for you to follow the money trail. I m not sure reading this who pays you, and how much and for how long" (vol00009-efta00735721-pdf-1). Mandelson répliqua : "Of course I want to follow the money trail (if someone helps put me on it) but I also need a parallel business platform" (vol00009-efta00735628-pdf-1).

En septembre 2010, Epstein demanda à Mandelson son emploi du temps. Mandelson répondit : "Here til 2am Monday, then south africa and congo til oct 5" (vol00009-efta00756307-pdf-1). Pendant ce séjour au Congo, il rencontra Andely en personne. Le 3 octobre, il lui écrivit : "I was really pleased to see you again after all these years and to talk about the bank project. I think this is very exciting and will help the country open up more to the English-speaking world as well as be a source of finance for the country and the central african region" (EFTA02418964-0). Le projet bancaire était celui d'Andely. Mandelson s'y greffait. Epstein n'avait pas encore été associé. Deux mois plus tard, Epstein annonça à Mandelson qu'il planifiait son propre voyage en Afrique : "im scheduling an africa trip. dec 17." Mandelson demanda où. Réponse d'Epstein : "mali guinea senegal mozamique south africa" (EFTA01979393-0).

En janvier 2011, une opération concrète émergea. Philippe Jonnart envoya à Mandelson un plan d'affaires pour une nouvelle banque privée au Congo-Brazzaville, axée sur le financement de projets pétroliers et miniers, la gestion de fonds pétroliers publics et les transactions de dette souveraine. Jonnart et Andely étaient à Johannesburg, en réunion avec Nedbank et ABSA pour établir des partenariats bancaires sud-africains. La source de financement qatarie était déjà identifiée. Un briefing de Jonnart daté du 30 décembre, transféré par Mandelson à Epstein, le nommait : "the Qatari interlocutor Jean-Yves met with in Brazzaville was Ghanim Bin Saad Al Saad, Managing Director & CEO, Qatari Diar" (EFTA02010575-0). Qatari Diar est le fonds souverain qatari d'immobilier et d'infrastructure. Ollivier avait déjà rencontré Ghanim à Brazzaville avant que Mandelson n'introduise Epstein dans l'équation. Mandelson envoya à Epstein le briefing complet de Jonnart : "J, can you cast your eye and tell me what you think of this business plan" (vol00009-efta00901993-pdf-0), puis les notes de réunion avec Nedbank : "further info re bank" (EFTA01834155-0).

Andely n'était pas un simple contact d'affaires. Mandelson fit en sorte que l'assistante parisienne d'Epstein contacte Andely directement pour l'inviter à rencontrer Epstein dans son appartement du 22 avenue Foch. Dans sa présentation d'Epstein à Andely, Mandelson écrivit : "knows more about finance than anyone I know, is a good friend and totally trustworthy. You can be open with him" (vol00009-efta00560664-pdf-3). La rencontre fut fixée au 25 janvier 2011. Andely annula le jour même. Son explication : "I have been instructed by my Big Boss in Brazzaville to travel this afternoon to Brussels with a view of giving some support to the Ministry of Finance Team as to they have been negotiating a LT Loan with Belgian bankers." Il ajouta : "I will also report to Jean-Yves Ollivier and Peter Mandelson about this appointment cancellation" (EFTA02323024-0). Jean-Yves Ollivier est un homme d'affaires français qui a passé des décennies à négocier entre Paris et les gouvernements d'Afrique francophone, notamment le processus de paix angolais de 1988.

Deux mois plus tard, Mandelson envoya un texto à Epstein : "Now in Cape Town for a day..." (EFTA01779396-1). Les archives ne disent pas si le projet bancaire congolais ou le mandat client sud-africain ont progressé.
