Bill Conover offrit à Epstein un « total access » à la Libye post-Kadhafi

Fin 2011, un intermédiaire basé à Dubaï nommé Bill Conover proposa à Epstein un accès et des affaires dans la Libye post-Kadhafi. Epstein réagit vite, rappelant le soir même et prenant un petit-déjeuner deux semaines plus tard. En mars 2012, le fil avait progressé vers un partenaire plus puissant : le groupe Al Otaiba d'Abou Dhabi, qui avait financé la rébellion.

Le 27 novembre 2011, Bill Conover écrivit à Epstein : "We have total access to the new gov in Libya for all business. They gave me an opportunity. No capital is required and substantial fees can be made with a few introductions. I need to discuss it in private. It's urgent" (EFTA01846653-1). Epstein répondit depuis son iPhone : "I tried calling" (EFTA01846653-0). Conover répondit : "Thanks. I put my phone on silent at night. Please call again" (vol00009-efta00925160-pdf-0). Deux semaines plus tard, le 12 décembre, l'agenda d'Epstein indiquait : "8:30 AM: Breakfast with Bill Conover." Le même jour figuraient Nina Keita à 10h30 et Sultan Bin Sulayem en provisoire à 15h30 (vol00009-efta00422821-pdf-0).

La veille du petit-déjeuner, Conover envoya des liens vers les sociétés de ses partenaires à Dubaï : Wilshire Foods, Tanmia Properties, MEC Telematik. L'entrepreneur principal était de Misrata. "His family is in Libya and one of the main business families. They were in the thick of things across the board in Libya and came out on top" (EFTA02003472-0).

Trois mois plus tard, le 6 mars 2012, Conover écrivit à nouveau. Il avait monté en gamme. "We're dealing with the Saad-Al Otaiba group on some potential deals in Libya," dit-il à Epstein. Les Al Otaiba avaient "helped start the NTC of Libya and were principal financial sponsors of the rebellion." Ils avaient déjà "placed approx $1B in a bank they own in Libya," prenaient le contrôle de la compagnie téléphonique nationale et cherchaient des partenaires pour la distribution automobile (GM, Caterpillar, Mercedes), la production alimentaire et le forage en eau profonde avec la National Oil Company libyenne. "One of the Al Otaibas is a current ambassador to the US" (EFTA01840044-0). Les archives n'établissent pas si Epstein donna suite.
